, both senators dole, senator bob dole and senator elizabeth dole. you referred to justin darts -- justin dart's widow and his hat was there. you and i saw him wearing that hat the day the disability legislation was signed into law on the white house lawn. in fact, i have a photograph i took of you standing there. mr. president, i've had the privilege of serving in this body every day that tom harkin has been here. nobody has spoken out more eloquently than -- about the need for the disabled than senator harkin has. i know how he learned sign language this he could communicate with his brother. i've seen him with members of the disabled community. he is loved and he is respected. this was not the senate's finest day. it was not "profiles in courage" to see what happened. i'm glad to see you mentioned the veterans, as though any of them would stand for something that would take over many our country. many of them lost limbs fighting for our country, fighting for the security of this country, and they represent people who died fighting for this country

i looked to the side and i thought, we've got to do this for bob dole. this man speaks for disabled veteranveterans and the disabled community. he was with our senator tom harkin, one of the lead persons when it came to passion the americans with -- to passing the americans with disabilities act. it was a solemn moment in the senate with senator dole sitting right there in the well begging his colleagues to pass this disabilities convention, maybe his last lobbying effort that he would undertake. it meant so much to the dole family and to robert dole. he came to the floor and we called the measure, and those who witnessed it will remember that most members came and sat in their chairs to cast a vote, which is rare here, and it really tells the story that this was more than just an ordinary, routine vote. we listened as the roll call was made, and we watched the senators stand and vote, and then toward the end i turned to tom harkin who was sitting right over here and i said, we don't have it, we missed it. we did. we failed to ratify this by five votes.

two senators now and on mars reminded when bob dole left the house to go to the senate, the single act -- [inaudible] bob corker is from a state that i think is produced more important politicians over the last 40 years. it's a relatively small state that howard baker, al gore. it really as an incredible testament. it probably goes back to the -- [inaudible] mark warner probably more than anyone, mark warner probably more than any single leader has taken his state of virginia from a fairly reliable red state to a state that i would call almost white, bluish purple. he left the governor of several years ago so he has been out of state government for several years and he is most popular leader in the state of virginia and has been. not only has he achieved that but has been a member of the united states congress. that really is extraordinary. this is going to be really fun today. a quick click preface. i've been in this town for 43 years and i have never seen anything like the last month. people i think are rallying together and galvanizing and it shows you what strong leadership can do.
